PURCHASING AND PROCUREMENT: A SEMINAR FOR PURCHASING UNIT CIVILIAN AND SWORN PERSONNEL

This two-day seminar is designed to provide a broad overview of
the procurement process with discussion relating to the planning, purchasing, receiving,
and final payment for goods or services received.. Procedures for selecting goods
or services will be discussed and all functions of the process will be analyzed.
Topics include: (1) establishing controls, authority limits and the separation of
duties in the purchasing process; (2) creating limits and thresholds for different
types of purchase; (3) developing specifications and description for goods and service
for bid; (4) establishing vendor selection criteria before the bids to assist vendor
choice; (5) reviewing processes for accepting bids and quotes from potential vendors;
(6) ensuring timely and responsible ordering of goods and service; and processing
invoices for payments while ensuring satisfactory delivery of items. While this program
is focused for law enforcement agency personnel, representatives from other municipal
units should find the program to be valuable and beneficial to them in their work.
DATE/LOCATION/TIME:
Seminar will be conducted June 2-3, 2008 at the West Palm Beach Police Department,
600 Banyan Road, West Palm Beach, Florida. Class will be in session 8:30 a.m. to
4:00 p.m. each day.
FEE: $295 per person. Agencies enrolling three
or more personnel are entitled to a 15% team discount.
